A West Virginia Digital Title is a legally recognized, digital proof of vehicle ownership managed by state motor vehicle agencies. It replaces traditional paper titles, offers secure digital storage and real-time updates on vehicle history and status.
By shifting vehicle titles from paper to a secure digital platform, Digital Titles are faster and easier to use by enabling secure real-time issuance, transfer and verification of ownership across different states. DMV retains full control of the title even after the title is issued, allowing for corrections at any time.
Digital Titles offer advanced security features to safeguard against title fraud. Only authorized vehicle title administrators can make updates or changes. With a digital title, verifying information and vehicle history is easier, faster and more reliable. Digital Titles provide a higher level of security compared to electronic or traditional paper titles. A Digital Title offers a permanent and tamper-proof record of ownership and cannot be duplicated or modified by an unauthorized party. Only authorized titling authorities can issue, update, or terminate them, ensuring complete, secure control over vehicle title data throughout the title's lifecycle.
The Digital Title Reassignment of Ownership ("DTRO" or WV-DMV-DTRO) is a secure digital document supporting the process of reassigning ownership and is linked to the Digital Title. This document is generated by the titled owner (seller), or authorized agent, and requires the buyer's consent to proceed. Once accepted, a DTRO with a federally compliant odometer disclosure is issued in the buyer's name, effectively serving the function of the "back of the secure paper title."
The Printed Digital Title serves as proof of ownership for out-of-state jurisdictions that do not support Digital Titles electronically. It can be printed many times, much like a boarding pass, and includes instructions for verifying the title's status.
The Verification Portal is an online tool provided by West Virginia DMV that allows users to verify the validity of a West Virginia Digital Title and Digital Title Reassignment of Ownership by comparing it against the state’s official records in real time. The process of digital and secure paper titles is largely the same:
- Both provide evidence of vehicle ownership and lien information which can be verified through NMVTIS or the West Virginia Verification Portal.
- Both offer evidence of ownership. The Digital Title Reassignment of Ownership serves as "the back of the title."
- Both offer evidence of the odometer reading.
- If changing vehicle ownership, a West Virginia Digital Title must be accompanied by the Digital Title Reassignment of Ownership; both documents must be submitted together.
- A printed version of the Digital Title may be included in the submission. This is for reference only and should still be verified via NMVTIS and the West Virginia Verification Portal.

After validating a digital title, the user can see if it has an active reassignment by looking under the Active Reassignment field. If the field displays False, the user can move on with the process. If the field displays True, the user can validate the DTRO information on the original page.

If all the data matches the state records but the reassignment is still found to be invalid, the system will display "Document Could Not be Verified."
When the entered data matches the current West Virginia title record, the Verification Portal will display a success screen with the notification "Valid Vehicle Title."
- Upon success, a title issuing authority will know that according to the State of West Virginia DMV, the vehicle title is valid and legally able to be transferred.
- Titling authorities can also run a NMVTIS VIN inquiry for a second form of title verification.
When the data fields from a digital title are entered and the data does not match the current West Virginia title record, the Verification Portal will display an error screen with the notification "One or more fields do not match." No title data will be displayed.
- This signifies that either a data field has been typed incorrectly, OR the data on the digital title has been updated and no longer matches the current title record from West Virginia DMV's records.
- Upon failure, a title issuing authority will know that according to the State of West Virginia DMV, the data does not match current records. The vehicle title may not be legally transferred. The holder of a digital title that fails verification should be notified to contact the West Virginia DMV to obtain the most current version of their digital title.
West Virginia Digital Titles are fully legal, verifiable, and transferrable digital vehicle titles — the first of its kind! Other states use electronic title records which are not fully transferrable and require conversion to secure paper to be transactable. Because outside authorities have no access to the state's current records of ownership, other states' electronic records cannot be used for transferring ownership without first converting to a secure paper title, which can take weeks or longer.

Non-compliance of accepting a legal West Virginia Digital Title should be reported to a West Virginia DMV representative. The digital title holder should be prepared to provide the exact location of the title issuing office which refused the West Virginia Digital Title, in addition to a Bill of Sale or Dealer Reassignment form as legal Proof of Ownership and consent to transfer.
