For lienholders who want to access West Virginia's ELT system without the use of an ELT Service Provider, West Virginia's Lender Portal provides a web application to manage, process, and release all liens they file for vehicles titled in West Virginia.

Cost for ELT Participation
No user sign-up fee or annual maintenance fee.
Fees for using the ELT service are owed from the lienholder on a per-transaction basis billed at the time of lien perfection. Statutory fees are collected as they have been historically.
