Out-of-State DUI Requirements
The State of West Virginia requires individuals convicted of impaired driving to complete a substance abuse evaluation/assessment and 18 hours of DUI education.
If you are not a resident of West Virginia, but were charged with operating a motor vehicle while intoxicated within the state, you may complete your DUI education course and evaluation outside of West Virginia.
CRITICAL NOTE: Online courses are NOT accepted under any circumstances.

Required Documentation
In order for your out-of-state coursework to be formally accepted and approved by the West Virginia Safety and Treatment Program, you must submit documentation verifying the following components:
- DUI Education Course: Verification of completion of an in-person DUI education course consisting of a minimum of 12 hours of formal class time.
- Substance Abuse Evaluation: A complete diagnostic evaluation and assessment.
- If the clinical evaluation indicates a need for behavioral or medical treatment, the client must complete all recommended treatment tracks to fulfill West Virginia's compliance standards.
Upon Completion
Once your out-of-state courses and clinical requirements are finished, you must complete and return the official Out-Of-State Education and Treatment Verification Form along with the following supplemental documents:
- An official certificate of completion from the educational provider that explicitly notes the total number of classroom hours completed.
- A full copy of the finalized substance abuse evaluation. The paperwork must clearly state the evaluation date, the provider's formal recommendations, the evaluator's name, and the certifying agency's address and telephone number. If treatment was recommended, certified closure documents indicating successful completion must be attached.
- A notarized Residency Statement certifying that you maintain permanent residence in a state other than West Virginia.
- Valid proof of out-of-state residency (e.g., a utility bill, bank statement, official piece of mail, or recent pay stub displaying your current name and address).

Fees may be paid via cashier's check, money order, or personal check. Please make all checks payable to WV DMV. Ensure your full name and unique DUI File Number are clearly written on the memo line of your payment to guarantee correct allocation.
