Getting Started
First, you will need to create an account. Next, complete the sign-up form and submit it to West Virginia Interactive. Once you receive an email that you have been granted access, you can add other users and begin using VRS!
No, the Vehicle Registration System is an internet-based application. You will simply access the online system and log in. The only thing you will need is a PDF viewer to view documents printed from the system. Please download the free Adobe PDF viewer if not already installed on your computer.
If you have a computer with an internet connection and a laser printer, you already have everything you need to issue a temp tag. Your printer must be capable of printing on 65# paper and must be a laser printer to print temp tags. You will need a document scanner to upload your deal jacket.
Temporary tags must be printed with a laser printer on heavy card stock pre-printed with a valid Inventory Control Number. Temporary tag paper is ordered online directly through your account and shipped to the location of your choosing.
In addition to the existing $3.00 temp tag fee, the system charges a fee per completed transaction, which may be passed on to the customer:

Transaction fees are collected at the same time as title, registration, and sales tax fees, and may be passed on to the customer similar to the existing statutory $3.00 temp tag fee.
Dealer Submission Portal
No. If you mail in paperwork for a digital deal, it will be returned. You must submit it via the Dealer Submission Portal. The only time you will send in paperwork or additional fees is when directly requested by DMV to do so.
Yes. All deals submitted and issued a 7-digit title number will still be mailed to DMV for processing. This applies to any deal that was outstanding before you were switched over.
Most information submitted can be edited while in the "Pending" tab. If you have submitted to DMV and it hasn't been approved, you can click "Withdraw" to open it back for editing. You cannot change registration information. VRS provides a validation feature that populates vehicle data based on the VIN — if your vehicle information is incorrect, your VIN has likely been entered incorrectly.
This fee can be passed on to the customer! After 24 hours, the fee is non-refundable. If you have to void and resubmit for any reason (e.g., wrong VIN), you will have to pay the Digital Title Fee on the corrected submission. Digital Title Fees are collected on the 10th of each month for the preceding month.
As soon as your transaction is successfully submitted to the state, it will immediately be placed into the DMV queue for review. Processing time will vary, but you can check your Submitted, Approved, and Rejected tabs to see when DMV has acted on your submission.
When you see a transaction in the "Rejected" tab, don't worry. DMV will process this as a sendback and you will be able to follow the typical sendback process. If your sendback does not require a void or additional funds, you can easily upload additional documentation directly into the rejected transaction and resubmit it to DMV for review.
If the vehicle information (VIN) on the temporary tag is incorrect, you must void the transaction. The customer must return the incorrect temporary tag in order to receive a new, correct tag. You must physically have the voided temporary tag in order to receive a refund.
You may amend the transaction in the Dealer Submission Portal before submitting to DMV for approval. If you have already submitted and it is pending DMV review, click the "Withdraw" button to open it back for editing.

You must first void the transaction within VRS, then follow the instructions that immediately follow a void. For transactions voided before funds are collected, a refund will not be necessary. For transactions voided after funds have been collected, you must complete a DMV Application for Refund (DMV-38-AB) and submit it to the DMV. If your transaction is pending at DMV, contact the Help Desk to have it rejected before voiding.
Troubleshooting
Please contact customer support if you are experiencing issues such as:
- Account needs activated or deactivated
- Issues with accounting or billing
- Access denied when attempting to log in
- Location not showing on site
- Login or password problems
Verify you are trying to access go.wv.gov/vrs. If you are able to access the site, please click the “I agree” button and try to login. If you are unable to access the VRS System or are unable to login, please contact customer support.
No, all filings must be completed electronically online.
Please select Out of State for your transaction type.
Log in to the VRS System and complete the following steps to view the transaction history:
- Access the VRS System.
- Log in to the VRS site.
- Press CTRL+G — a box will pop up to enter the Transaction ID or Title #.
- In the Transaction History log, look for an entry type of "Information".
If you do not see an entry type of "Information", please contact the WV DMV at (304) 558-3900 for additional information.
Yes, you can easily reprint a temporary tag by selecting "Reprint Temp Tag Permit" from the Vehicle Registration Tools section of the main menu. Both sides of the Temp Tag paper can be used.
Documents that print on regular paper can be reprinted at any time from the transaction detail.

Your Account Holder Agreement and Access Request Form must be processed before you can log in. Once completed, you will receive an email notification that access has been granted. Location Administrators may add additional users by clicking the "Manage Users" link under the Dealership Management section. All new users must have an account to gain access.
Users can start new and pending transactions, look up transactions, and manage emergency tags.
Admins can do everything Users can, plus order temporary tags, view the ACH report, Inventory report, and monthly portal processing fee report, update location information, and add or remove users. Admins do not have the ability to see bank account information.
A bank account on file is required to process temporary tag orders, monthly portal processing fees, and to upload deal jackets to DMV. Checks will only be mailed to DMV for extra funds.
Once you order temp tags, we will process your order and ship the special waterproof cardstock with an inventory control number in the top right-hand corner. This number is only associated with the dealership location the tags were ordered for.
Your first initial temp tag order is placed as part of the application process. Location Admins will use the "Order Supplies" link under the Dealership Management section to place new orders. Specify the number of temporary tags needed for each type. Use "Temporary Tag Paper" when ordering for vehicles, trucks, trailers, and boats. Motorcycle type is for motorcycles only. The same applies when ordering Emergency Tags.
Emergency Tags are available if you are unable to access the VRS system due to an internet outage. They are printed in our office and shipped to your dealership. You will write the 60-day expiration date on the tag with a permanent marker, along with the vehicle information.
Once you regain internet access, click the "Manage Emergency Tag" link under Dealership Management to complete the transaction. You will need to provide owner information, vehicle information, and insurance information at minimum to associate that control number to the vehicle and person. Each location may have only 20 Emergency Tags unmanaged at a time.
Dealerships enrolled in the digital program will upload paperwork through the Dealer Submission Portal. Unless directly requested by DMV, any paperwork mailed in to complete a deal will be returned to the dealership.

This is when the Emergency Tags that were already ordered will be used. Manually complete them and when the internet is restored, use the "Manage Emergency Tag" link to enter the information in the VRS system.

This will reduce the taxes due to DMV. You may send in a refund request form with the title work to request the additional tax money be refunded.
First select the type of void you need: Express or Full Filing. Search for the transaction using the "Search by…" drop-down. Once located, access the detail page to void.
You will need to specify a reason for voiding before submitting. This will void the transaction from the mainframe, the temporary tag or transfer slip, and the fees if they have not yet been pulled. If the fees were already pulled, you must complete a refund request form and mail it to the DMV.
